Likely held a casserole dish. I love it has wires and bands, likely silver plated, but unknown. Please see photos to understand condition. It is 14" from handle to handle it The height from counter to top of basket 1 7/8" or a dish 1 1/2" tall. From counter to top of handle 2 1/2" A dish with these dimensions would fit bottom of 6 x 9 and top 10" x 6 3/4" and height of 1 1/2"
